For the second year in a row, the United Nations climate summit known as COP will take place in a petrostate. COP29 will be in Baku, Azerbaijan, and overseen by Mukhtar Babayev, who worked for more than two decades at Socar, Azerbaijan’s state-owned oil company. There’s a precedent: Last year’s climate summit was controversially hosted by the United Arab Emirates and led by Sultan Al Jaber, who also runs the Abu Dhabi National Oil Company. It remains to be seen whether Babayev, a former low-ranking executive who is now Azerbaijan’s environment minister, will have the same impact. But there is also a poignant historical resonance to COP29: By some measures, Azerbaijan is where the modern oil industry began.

USAID said the additional aid, which has not been previously reported, will support efforts to provide assistance for almost 74,000 refugees and displaced people from the region who are sheltering in Armenia. The aid will increase food assistance and provide humanitarian protection and emergency shelter, according to the statement. The additional aid will bring the total U.S. humanitarian assistance for the Nagorno-Karabakh response to nearly $28 million since 2020, according to the statement. "The U.S. stands with civilians affected by Azerbaijan’s military operation and supports the Armenian government’s efforts to help those in need," the statement read.

However, the image was first shared on social media in June 2015 by the Consulate General of Azerbaijan in Los Angeles. The consulate said at the time that the display honoured the Israeli sports team at the European Games, held in Azerbaijan. On Oct. 7, Azerbaijan’s foreign ministry shared a message after the Hamas attack. The image of the Israeli flag on the Flame Towers in Baku dates to 2015.

The 30-second compilation of three clips shows men in military fatigues removing three individuals in handcuffs from vehicles. Captioning the video, one Facebook user wrote on Oct. 8: “Breaking News Israel: Several high ranking IDF Generals have been seen captured with Hamas Terrorists”. The handcuffed men in the video are former self-styled presidents of Nagorno-Karabakh Arkady Gukasyan and Bako Gukasyan, and ex-parliamentary speaker David Ishkhanyan. The video shows detention of Nagorno-Karabakh former leaders, not Israeli generals.

CNN —An Azerbaijani soldier was killed by a sniper near the border with Armenia on Saturday, according to Azerbaijan’s defense ministry. The ministry said in a press release that the Armenian army opened fire on the Azerbaijani army at noon on Saturday using sniper rifles. Azerbaijan’s defense ministry went on to say that one of its army servicemen became a “Shehid” (Martyr) as a result of sniper fire and expressed its “deepest condolences” to his relatives. The Azerbaijan Army Units took retaliatory measures, according to the press release. Armenia’s defense ministry denied Azerbaijan’s claim, saying in a Facebook post on Saturday it “does not correspond to reality.”

By 6pm local time on Friday, nearly 98,000 people had left Nagorno-Karabakh for Armenia, according to Armenian state media, citing the prime minister’s spokesperson Nazeli Baghdasaryan. Azerbaijan should “refrain from taking punitive actions against the current or former political representatives or military personnel of Nagorno-Karabakh,” the Armenian authorities said. Mnatsakanyan, who reportedly served as defense minister from 2015 to 2018, was arrested Friday and taken to the Azebaijani capital of Baku, according to state media. Manukyan, who reportedly served as the former deputy commander of Nagorno-Karbakh’s armed forces, was detained Wednesday, Azerbaijani state media reported. On the day Azerbaijan’s military sliced through the defenses of an ethnic Armenian redoubt last week, American soldiers from the 101st Airborne Division had just finished a training mission in nearby Armenia, a longtime ally of Russia that has been trying to reduce its near-total dependence on Moscow for its security. The Americans unfurled a banner made up of the flags of the United States and Armenia, posed for photographs — and then left the country. At the same time, nearly 2,000 Russian “peacekeepers” were dealing with the mayhem unleashed by their earlier failure to keep the peace in the contested area, Nagorno-Karabakh, recognized internationally as being part of Azerbaijan. The timing of the U.S. soldiers’ rapid exit at the end of their training work — carried out under the intimidating name Eagle Partner but involving only 85 soldiers — had been scheduled for months.

Armenian officials said that 84,770 people had left Nagorno-Karabakh by Friday morning out of a total population of around 120,000. In the 1990s, the Azerbaijani population was itself expelled from Nagorno-Karabakh and hundreds of thousands of people were displaced within Azerbaijan. Some of those who fled the regional capital, Stepanakert, said they had no hope for the future. CNN —The self-declared republic of Nagorno-Karabakh will cease to exist from next year after its president signed a decree dissolving state institutions following its defeat by Azerbaijan. The Azerbaijani victory last week triggered a a huge exodus of ethnic Armenians living in Nagorno-Karabakh and marked the end of decades of conflict. President Samvel Shahramanyan’s decree called for all institutions and organizations of the Republic of Artsakh – which is not recognized internationally – to dissolve by the start of next year. “The Republic of Nagorno-Karabakh (Artsakh) ceases its existence,” read the decree, which was shared on Facebook by the Artsakh government. More than 200 people were wounded on Monday in a fuel depot explosion in Azerbaijan’s breakaway Nagorno-Karabakh region, the human rights ombudsman for the region said. The cause of the explosion could not immediately be determined, and it was not clear if there were any fatalities, but Armenian separatist officials said, “There are victims and wounded.”“A strong explosion occurred in the gasoline warehouse near the Stepanakert-Askera highway,” the authorities said in a statement. “At the moment, rescue and medical operative groups are working on the spot.” Stepanakert is the capital of the breakaway region. CNN —A Red Cross convoy of humanitarian aid entered Nagorno-Karabakh on Saturday, officials said, the first since a Russian-brokered ceasefire ended Azerbaijan’s offensive this week. The aid had been transported along the Lachin corridor, the only road connecting Armenia and Nagorno-Karabakh, the ICRC said. The ICRC added that it carried out the medical evacuation of 17 people who were wounded during fighting and had delivered medical supplies and body bags as aid. ICRC vehicles transport humanitarian aid for residents of Nagorno-Karabakh towards the Armenia-Azerbaijan border on September 23. “They know they have been suffering as a result of the blockade over many months, shortages of food, medical supplies, basic gasoline and petrol,” he added.

"The armed formations of Karabakh have begun handing over weapons and military equipment under the control of Russian peacekeepers," said Russia, which has around 2,000 peacekeepers in Karabakh. Russia's defence ministry said so far six armoured vehicles, more than 800 guns, about 5,000 units of ammunition were handed over by the fighters. Armenians in Karabakh told Reuters that they were essentially besieged in the region, with little food, electricity or fuel - and called on big powers to help them. Azerbaijan envisages an amnesty for Karabakh Armenian fighters who give up their arms and has said the Armenians can leave the region for Armenia if they want. One day after Azerbaijan used force to assert its authority over a mountainous breakaway region in the South Caucasus, its officials met with representatives of the pro-Armenian enclave on Thursday to discuss the future of the residents there under new rule. Escorted by Russian peacekeepers, a delegation of the government of Nagorno-Karabakh arrived in the town of Yevlakh in Azerbaijan to meet with representatives of the Azerbaijani government. Azerbaijan’s brisk military recapture of Nagorno-Karabakh — a strategic slice of land slightly bigger than Rhode Island that is internationally recognized as part of Azerbaijan — could further alter power dynamics in the combustible region where interests of Russia, Turkey and Western states collide. Azerbaijan’s victory also posed a humanitarian challenge for tens of thousands of Armenians living there. Citing multiple historic grievances, many Armenians have been adamantly opposed to coming under Azerbaijani rule.
